Youth Services PAYP
Explaining a complex programme delivered by thousands but understood by few

“As a high profile programme, performance driven through Government Office London, it was vital that the tools created by Cognac were cost effective and easily related to improved outcomes for young people. The performance was subsequently rated by GO:L as second in the Greater London area, including recorded and accredited outcomes, which bears testament to the contribution of this simple and effective communication tool.”

Mark Quinn, Head of PAYP Co-ordination

Positive Activities for Young People (PAYP) is a targeted programme, working with the most at risk young people. Through PAYP activities, young people can participate in programmes during the school holidays, access out-of-school activities throughout the year and be supported in learning and/or employment.

Thousands of people are involved in the successful deliver of PAYP but there was no clear overview of the ‘why, what and how’ of the programme. This meant a lack of cohesion within the programme, referral opportunities were being missed, the community was not engaged and attendance levels were lower than expected.

Cognac Solution:

Cognac distilled the core message into two defining sentences. “PAYP North London has been created to work with agencies and young people at risk. We nurture change through key workers and provision of activities.” We then used these sentences to link each element of the big picture together. This provided the structure for the big picture and each section contains a more in depth explanation with relevant visuals to aid understanding.

A glossary enables all stakeholders to understand as well as demonstrating the enormous scope and reach of the project.

The big picture has a youthful energy; it is dynamic and clear with strong positive statements. In one page it encapsulates and communicates an entire summary of the programme.

Results:

The fundamental advantage of seeing the ‘big picture’ was experienced throughout the organisation as a whole. The management team were able to utilise the actual tool in support of their identified strategic priorities, i.e. galvanising the delivery teams, ensuring continuity of approach and philosophy throughout the project and as a reference point for the development of high quality performance expectations.

The finished big picture, and associated materials, also enabled partner agencies, organisations and individuals, at all levels, to easily access, understand and realise the full potential of the project for the young people they were in contact with.

“The process of creating the big picture was unobtrusive and contributed to management team thinking, encouraging reflection and review at a strategic level on the best way forward in developing a high quality service within programme aims and expectations.
